Buhari moves to slash own salary, allowances

There are strong indications that in fulfilment of his campaign promise to reduce the cost of governance, President Muhammadu Buhari may have concluded plans to slash his salary and reduce his personal emoluments.
It was learnt that the President expected the Vice-President and other political appointees to take a similar decision.

Saturday PUNCH gathered in Abuja on Friday that the President would have made his decision public but chose to consult with his close associates on how best to approach the issue without being seen as dictatorial.

According to the Revenue Mobilisation Allocation and Fiscal Commission, President Buhari will earn a monthly salary of N3, 514, 705. He is also entitled to a regular hardship allowance and 50 per cent of the basic salary, which is N1,757,350.50.

There is however no information yet as to what percentage of Buhari’s salary and emoluments will be slashed.

But it was reliably learnt that the President would also reduce State House budget.

Other areas being considered by the President included appointment of aides and the possibility of implementing the report of the Stephen Oronsaye-led Presidential Committee on the Rationalisation and Restructuring of Federal Government Parastatals, Commissions and Agencies.

Buhari, had on Tuesday sought the approval of the National Assembly to appoint 15 special advisers, unlike former President Goodluck Jonathan, who had 23 special advisers and scores of special assistants.

It was gathered that the President, who in his inaugural speech, said the Nigerian economy was in deep trouble, might not increase the number of special advisers from 15 as part of the measures to cut down cost of governance.

It was also learnt that the President might look into the report of the Oronsaye committee and the White Paper on it.

The committee had said that out of the existing 541 MDAs in the country, only 163 deserved to exist.
A top member of the APC, who confided in Saturday PUNCH, said that the President had also concluded plans to submit some bills to the National Assembly for the implementation of some of these cost-saving measures.

But President Buhari had, at various fora, faulted the budgetary process adopted by successive Peoples Democratic Party-led administrations over the past 16 years.

A close confidant of the President, Kaduna State Governor, Malam Nasir El-Rufai, had in his inaugural address to the people of the state, announced a fifty per cent cut in his salary and that of the deputy governor.

One of the President’s acolytes, and South East Zonal Spokesman of the All Progressives Congress, Osita Okechukwu told Saturday PUNCH that, left to him alone, President Buhari would not bat an eyelid before taking such a decision.

He, however said, “But you see, the circumstances now are different, he has to do a lot of consultations because the composition of the National Assembly means he has to consult across party lines.

“From the little I know of him, his desire like he said during the campaigns and afterwards, is to reduce the cost of governance across board and this cannot be done without consultations.

“We can’t have a situation where he will be seen as trying to make other party members look bad by taking a salary cut while others are not carried along.”

He also said, “He is committed to cutting cost across board and I see him reducing the pecks of that office to an acceptable level and this becomes even more compelling because of the economic mess we have found ourselves in.”

Another associate, Mr. Rotimi Fashakin, also told Saturday PUNCH that another area likely to take a hit is the Presidential Air fleet which is reported to have about 10 aircraft.

He explained that the cost of maintaining this number of aircraft is one area that is likely to attract the President’s attention.

According to him, the President who has experienced governance at the highest level is not one to do things in a hurry without consultation and thinking them through.

Fashakin noted that critics may accuse the President of not acting fast enough without putting things in perspective.

He said, for example, “The President has not taken any definite action. Ordinarily, people will not even expect the service chiefs to still be operating now, but because of the exposure and maturity that we are having in government; with a person of President Muhammadu Buhari’s stature, he studies a situation before taking action.

“He won’t just appoint ministers to fulfil all righteousness, he will do a thorough job and this is a democracy which he has subscribed to.

“He promised to cut the cost of governance to an acceptable level and this is even more so when the economy like every other aspect of our national life is in tatters.”

Attempts to get a reaction on issues raised from the Senior Special Assistant to the President on Media and Publicity, Malam Garba Shehu, were unsuccessful.

Calls to his mobile phone did not connect while a text message sent to him was yet to be delivered as of the time of filing this report (8:11pm).

It may be recalled that former President Goodluck Jonathan-led administration had made a provision of N348, 342,741 as its proposal for honorarium and sitting allowance for the State House in the 2015 budget.

The breakdown of the expenditure on travel and transport showed that the president will be spending N1, 306,834,350 on local travels and transport and the sum of N621, 067,913 on international travel and transport.

The travel bill of the president for 2014 was higher than the provision for 2014. The 2014 budget made a provision of N2, 378,862,017 for the office of the president for local and international travels.
For food stuff/catering materials supplies, a provision of N142, 472,537 was made for the office of the president.

The 2015 budget proposal included a provision of N131, 911,315 for fuel and lubricants for the State House. The breakdown showed that plant/generator fuel will consume N35, 344,855; motor vehicle fuel will consume N85, 843,802 while cooking gas/fuel will consume N10, 102,858.

For 2014, the State House received lesser provision of N122, 855,267 for fuel and lubricants. This was broken down into motor vehicle fuel, N79, 950,407; plants and generators, N33, 476,963 and cooking gas/fuel cost, N9, 427,898.

A provision of N60, 847,647 was made for the office of the president for advertisement and publicity.
For the State House, N287,514,283 provision was made for welfare packages; N174,537,975 for refreshment and meals; N215, 635,715 for food stuff and catering services; N31,582,475 for medical expenses; and N35,495,233 for publicity and advertisement. These provisions are likely to be reviewed downwards.

Ebere, Nigeria’s ex-banker dies in US after two years on life support

One year ago, we told you about the sad story of a young Nigerian banker, Ms. Ebere Ukwu, who went into coma and was placed on life support machine, months after arriving United States from Nigeria, to pursue her desire for best living. Ebere Ukwu, dreamt of elevating her life in America. She wanted to experience the different culture and lifestyle of North America. After she lost her job as a bank manager during Nigeria’s financial meltdown, she decided to move to USA, to live out loud. She embraced all things American. But she never got a chance to romance the intrigues of life and living here. On June 1, at 12.05 a.m,   Ms. Ebere Ukwu’s dream died with her inside the Intensive Care Unit of Wake Medical Center in Raleigh, North Carolina. She had been in coma for more than two years.

Her brother, Mr. Ezuma Ukwu, issued this statement when contacted: “The news of her transition is devastating to the family. On the 1st of June, I received a call at about 2.30am Nigerian time from the medical staff that her condition had deteriorated and by 5.20am another call came in that she had passed on. We find solace in the fact that she made Christ her Lord and saviour; she’s resting in His bosom. The vacuum left by her cannot be filled, but we take solace in the fact that this is only a transition to a place where we’ll all meet and never to part again. We appreciate all those who have been with us in prayers.”

She was an ambitious dreamer that wanted to explore her young world and excel. The ICU room wasn’t supposed to be her final destination. But early spring of 2013, her exciting life of adventure suddenly collapsed during a visit to the Emergency Room for minor aches, pain and high body temperature.

Ebere arrived USA during the cold winter month of November 2012, in pursuit of life, liberty, happiness and opportunities. She anchored her new residence at her sister in-law’s place in Atlanta, Georgia. Atlanta was not friendly to her dreams of relocation and quick employment privileges. Ebere soon left Atlanta for Maryland, at the invitation of an extended family friend, to try few available menial jobs targeted towards new immigrants wishing to settle into a different social structure and culture. Ebere accepted an offer as a part time nanny. She was frustrated by the lack of appeal and job satisfaction. This wasn’t the job she expected from the land of dreams. Two months after her first job, she quit. Ebere was diabetic. During one of her daily chores as a nanny, she split her big right toe. The small gash was infected, thus, it resisted casual self-medication. But Ebere kept nursing the minor wound.

Ebere reconnected with Tunde Atiku, her sister’s ex-boyfriend who lives in Raleigh, North Carolina. She pleaded for Tunde’s assistance with employment and a new life direction. Tunde invited her to visit Raleigh and search for better employment opportunities she desired.

Tunde Atiku, a registered nurse in Raleigh shared the stages of Ebere’s life to the end of her time last week.

“Jebose, I met Ebere and her family during our university days at Lagos State University. Her older sister and I were lovers. The family welcomed me into their home. I was always around them and I am grateful for those university days when their home gave me love, comfort and a great girlfriend in Lara. Years later, after our university education, we went separate ways as life demanded. I moved to the United States. In November 2012, Ebere called from Atlanta and informed me she was in the United States. Her immediate desire then was to legalise her stay in the country. She came into United States with some money to help her settle her immigration status. She didn’t want to marry to get her legal status. She hoped for a real marriage. Thus, in Atlanta, she was introduced to several suitors but she found none of them serious. Employment was becoming a challenge; her finance was draining by daily living and hustles in America. She wanted to work; through a friend, Ebere found a baby-sitting job in Maryland. She relocated to Maryland in April 2013 to become a baby sitter to one Igbo lady, a mistress from hell. She called me every day, complaining of her hardship, mental abuse and threats from her employer. She would complain about mistreatment and irregular payment from the lady. I encouraged her to leave the job and relocate to Raleigh and live with me. I promised to help find her a decent job, free from daily verbal abuses and indignity. Ebere wanted the American dream. She went through hard life in Maryland because of this thing called the American dream. Jebose, imagine your employer, a fellow Nigerian, threatening to call the law on you because of your immigration status and withholding your agreed income. Ebere took care of her boss’ three children and also did housekeeping for the family, yet they tormented her.”

“While working as a baby sitter for this lady, she hurt her right big toe. But she kept nursing the toe, using off the shelves medication. But the toe got infected and bruised when she came to join me in Raleigh. One week after her arrival here, she knocked on my door one night and complained of severe body and foot aches. Her right big toe was swollen. I suggested we go to the hospital, she was scared because of the silly stories she was told in Maryland that doctors and nurses would report her to immigration if she visited any hospital and she would then be deported. She was afraid that she could be deported. I told her that what mattered most was getting treatment for the toe. I convinced her that doctors did not care about her immigration status before or after treating her. Eventually, we went to an urgent care for initial treatment. The nurse recommended we go to the E.R because the toe had been infected and might need aggressive treatment. We tried another urgent care for second opinion; it was consistent with the first diagnosis. We then went straight to the hospital on Sunday, April 28, 2013.

“We arrived at Wake Medical Emergency Room that afternoon, waited for three hours before a doctor could attend to us. The doctor told her that her toe had been severely infected and it must be amputated. He also told Ebere that blood test on her indicated she had diabetes. Because of her diabetic condition, the infected toe had to be amputated in order to stop infection from spreading all over her body. She said she didn’t want to lose her toes and suggested antibiotic treatment. She told me she was not married yet and couldn’t see herself walking everywhere without a toe, as a single lady.

The hospital immediately placed her on admission. It conducted a lab test on her and few days later, the lab result showed she had kidney problem; her kidney was not functioning properly. So the hospital determined it would flush her kidney. Her blood sugar was very high, at 360 level. The normal blood sugar is between 90 and 110. The hospital pumped her with insulin, to control her sugar level. Her blood pressure was considerably normal but the kidney and blood sugar were continuously high for a long time. Because of kidney problems and diabetes, the hospital determined not to discharge her. Five days after she was admitted, I asked why she hadn’t been discharged. She said the hospital was still running tests.

“She called from the hospital to inform me that the pump that the hospital used to pump medication into her, was affecting her breathing pattern. I told her that fluids might have been overloaded. I instructed her to complain to the hospital that it was overloading her with fluids… she did and they removed some of the pumps. She felt better. Few days later; the hospital gave her the I.V. pump again. Ebere called and told me. I advised her that if she wasn’t feeling well, she should call them and ask that it should be removed.

“On May 12, 2013 at 5p.m, I called her hospital room but she would not pick the phone. I called several times. No answer. The next morning, I went to visit her, she had been moved from her room. The hospital informed me she had cardiac arrest the previous day. No one was monitoring her. Cardiac arrest is brain damage. Her brain damage was 75 per cent. The remaining 25 per cent was controlling just the internal organs. The hospital immediately placed her on full life support. After the cardiac arrest and while she was on life support machine, the hospital cut her toes to remove the bacteria in the system.

“Every day, I visited Ebere at the hospital and also discussed with doctors about her condition with regards to her care. Initially, the hospital wanted me to take her to a nursing home or to an adult daycare centre. She didn’t deserve to be thrown to a hopeless place. I refused to sign any documents to have her removed from the hospital to any assisted living facility.

“Ebere suffered. When you have a brain damage, you are gone. I told the family to allow the hospital to let her go. They left her in the hands of the hospital. They should have pulled the plug on her a long time ago. She spent more than two years on life support machine. More than two years brain dead. That’s sad. But she is at peace now. I blame the hospital for her death. She walked into the hospital for care but died hopelessly. WakeMed was negligent. There was no proper monitoring of the patient while she was on I.V. How many times did the hospital nurses assigned to her do ground checks on their patient to make sure she was not in any pain or in deterioration? I am a registered nurse. Nurses’ standards and procedures require that checks of patients in critical units be done every 15mins. Ebere was abandoned, she had cardiac arrest with 75 per cent brain damage… if they were doing the checks on her, they could have found her in pains and difficulty in breathing, then quickly rescue her with treatment.”

Saidi Balogun, ex keep mum over marriage dissolution

Saidi Balogun and his ex wife, Fathia Balogun, went their separate ways a long time ago. Their marriage broke up years back over allegations and counter allegations of infidelity and sundry issues.

Eventually though, it was reported late last week that the break-up had become official as a Lagos court eventually legally dissolved the marriage.

But it seems the thespians are not ready to sing aloud this latest development as both of them have chosen not to talk about the divorce.

Even as it was alleged that Saidi had moved on long before now and is even set to wed a Lagos Island big babe, the actor refused to talk about the latest development.

When Saturday Beats reached out to Saidi on the phone, he said he wasn’t ready to talk.

“Punch again? No way. I don’t have any comment on it; I am not saying anything about this at all. You just have to understand,” he said.

His ex wife, Fathia, equally did not pick her calls; neither did she respond to the text message sent to her phone number.

No N3.2bn severance pay for Jonathan, others till 2016

Former President Goodluck Jonathan; his deputy, Namadi Sambo; immediate past ministers and presidential aides as well as non-returning federal lawmakers will wait till next year before collecting their severance allowances, investigation by The PUNCH has shown.

Their severance allowances as contained in the remuneration package put together by the Revenue Mobilisation, Allocation and Fiscal Commission is valued at about N3.24bn.

Sources at the Ministry of Finance in Abuja said on Thursday that the allowances of the political office holder, who  left office last Friday, were not captured in this year’s budget.

The 2015 budget, which was passed by the National Assembly and signed by Jonathan on April 28, makes a provision of N2.3bn for “entitlements of former Presidents/Heads of state and Vice Presidents/Chiefs of General Staff.”

Explaining the reason why the severance pay was not captured in this year’s budget, the official said as of last year when the 2015 budget was being prepared, the outcome of the April 2015 elections could not be ascertained.

He said since the outcome of the elections could not be predicted, there was no way the Budget Office could have determined the number of political office holders that would not be re-elected.

The official added,   “You will recall that the 2015 budget was prepared sometime last year and during the budget preparation, the elections had not been held.

“So it would be wrong to include the severance package of political office holders in the budget because as of the time the budget was prepared, these people were still holding political offices.

“Secondly, including their severance package before the elections were conducted would mean that we were pre-empting the outcome of a political process.

“So what we do is to wait for the outcome of   elections and on the strength of this, we can know the number of people that have left office and those   re-elected.

“As for those political office holders that are leaving office this year, their severance package would be included in the 2016 budget, which will be prepared later in the year.”

Under the severance package put together by RMAFC, Jonathan is entitled to 300 per cent of his annual basic salary.

The President’s annual basic salary is put at N3, 514,705 and therefore his severance allowance will be N10, 544,115 after May 29.

The severance allowance is without prejudice to his other constitutional entitlements as a former head of government.

Similarly, Vice-President Sambo, who left office the same day as Jonathan, is   entitled to 300 per cent of his annual basic salary put at N3, 031,572.50. This means that his severance allowance after May 29 is N9, 094,717.50.

For having held the office of vice-president, Sambo also has some constitutional entitlements and perks.

About 76 senators are not returning to the National Assembly either because they did not stand for election or because they lost their bids to return. They are however entitled to N462,019,200 at the expiration of their tenure on June 5.

Like Jonathan and Sambo, they are entitled to 300 per cent of their annual basic salaries as severance allowances. This amounts to N6, 079,200 per senator.

In the House of Representatives, about 290 members are not returning to the 8th National Assembly to be proclaimed into existence by Buhari on June 5.

Each of the members is entitled to N5,955,637.50 as severance allowance. This means that the 290 members   will be paid N1,727,134,875.

The former ministers, on the other hand, will collect a total of N253,967,212.5. There were 42 ministers in Jonathan’s cabinet. Thirty one of them were senior ministers and 11   ministers of state.
Each of the former senior ministers is entitled to N6,079,200 as severance allowance while each of the ministers of state   will receive N5,872,740.

This means that collectively, the senior ministers will get N188,455,200 while collectively, the erstwhile ministers of state will receive N65,512,012.5 .

The aides to the former President, comprising special advisers, senior special assistants and special assistants,   will   get   N775,207,125.

They were 23 of them that worked with the president as special advisers. Apart from this number, however, there were several others estimated at 110, who worked with the vice-president, the wife of the former President and special advisers that were designated either as senior special assistants or special assistants to the President.

This means that there were about 133 aides to the president and each of them is entitled to 300 per cent of their annual basic salary which amounts to N5,828,625 each.

Buhari denies Ambassador entry into Villa for coming 15 minutes late

A Senator-Elect from Kaduna Central Senatorial District, Shehu Sani, yesterday shared on his Facebook page that President Muhammadu Buhari refused to allow an Ambassador to enter the Presidential Villa for a meeting after he arrived 15 minutes late.

According to him: “An Ambasador told me that PMB (President Muhammadu Buhari) invited them for a dinner in the villa scheduled for 7pm. The Ambassador arrived the gate of the villa by 7:15. 

He was denied entry because he was late. He was told that PMB was on the seat at exactly 7pm. He felt bad for been denied entry but felt happy that Nigeria now has a punctual leader, a stickler to time.

He revealed that this is a radical departure from the political culture of the past, where even official matters were delayed for hours and most times even postponed indefinitely.”

The Senator did not disclose the name of the Ambassador but Buhari is widely known for his discipline and ability to enforce it. Many would remember civil servants who were late for work were publicly humiliated by being forced to do frog jumps.

Nigerian lady allegedly killed in Russia by her boss


 
A Nigerian lady identified as Tonia Okojie (pictured above) was allegedly murdered by her boss in Russia.
 
 According to Nigeria Camera, Tonia, who worked as a maid in Russia, was allegedly beaten and tortured to death by the man she worked for. The reason for the attack is not yet known but there are reports that her continued rebuff of his sexual advances made him attack her.

Former President Jonathan recommended for Nobel Peace Award

A public policy organisation on African affairs, the Africa Political and Economic Strategic Center (AFRIPOL) has recommended former President Goodluck Jonathan for the Noble Peace Prize award.
The organisation made the recommendation based on the 'peaceful way President Jonathan conceded to the current President -Buhari, hence stated that former Pres Jonathan deserves the attention of Nobel Peace Prize committee.

The group stated:
 'He may have not promoted “fraternity between nations” but he surely promotes fraternal peace among Nigerians by conceding power.'
"concession speech by President Jonathan averted bloodshed, violence and imbroglio in the most populous country in Africa. This gesture by Jonathan buttressed to the whole world that Nigeria has joined the comity of civilized nations.

The wake keep took place on the 4th of June, 2015 as the final departure from mother earth will take place today, June 5th, 2015.

Photos: 36 buildings burnt as Diesel tanker rams into houses in Lagos and explodes

About 36 houses were burnt early this morning after a tanker loaded with Diesel lost break at Idimu bus stop in Lagos, rammed into some houses close to the bus stop and exploded. Fortunately no one was killed in the incident. This incident comes just four days after a fire incident caused by a petrol tanker happened in the Iyana-Ipaja area of Lagos state.
