CAN Secretary kidnapped in Ondo State

The Executive Secretary of the Cocoa Association of Nigeria, Mr Michael Olusegun Adewunmi was kidnapped by unknown gunmen at Akinjo Junction, Oshokoti area in Akure the Ondo state capital on June 18th.

The kidnappers forced him out of his Toyota Lexus SUV, took his Ipad and mobile phones. No word has been heard from his kidnappers.

Nollywood actress, Shan George, has advised upcoming actors to be patient and hard working as that is the only key to a successful growth in the industry.

The actress stated that one cannot make it so big in the Nigerian make-belief industry if the person does not have passion for the job.

Shan George whose movie, ‘Finding Goodluck,’ has earned several awards, noted that marital status has a lot to play in the way person acts.

She noted that though marital status should not be an issue, but some spouse who are not comfortable with the roles their partner is playing always kick against it.

“Marital status matters if the person’s spouse is against their partner playing certain roles, aside that, marital status shouldn’t be an issue,” she told Vnolly.

Unpaid salaries hit N110bn in states

No fewer than 12 of the 36 states of the federation are facing difficult times as the salaries they owe their workers are approximately well over N110bn. This represents the salaries being owed by government of 10 of the states of the federation. They are Osun, Rivers, Oyo, Ekiti, Kwara, Kogi, Ondo, Plateau, Benue, and Bauchi states.

The 36 state governors, who met during the week in Abuja under the aegis of the Nigeria Governors’ Forum for the second time after the May 29 inauguration of the new government, expressed their concern over the issue.

The situation, according to Saturday PUNCH investigation, has been giving some of the governors’ aides serious concern as they are also being owed salaries and allowances.

The governors had resolved to meet with the President to demand the refund of the money spent on executing Federal Government projects in their respective states to enable them to pay their workers.

Rivers State, for example, which has a monthly wage bill of about N7bn, has not paid its workers for three months, putting the total amount of salaries the state owes its workers at N21bn.

It was learnt that while some workers in the state are owed 10 months’ salaries, the core civil servants have not been paid their salaries for the past three months. Drivers, gardeners, cleaners and some office assistants are some of the workers being owed salaries for 10 months. These workers are always paid from government overhead or imprest.

A reliable source in the state Ministry of Finance, who craved anonymity, told one of our correspondents that “Every month, the government gives out imprest from which drivers, cleaners and some office assistants are paid. This set of workers has not been paid for the past 10 months, while the core civil servants have not received their March, April and May salaries.”

The wage bill of Oyo State rose from N4.9bn to N5.3bn towards the end of 2014 after the promotion of workers and review of salaries by Governor Abiola Ajimobi.

Therefore, the total sum of the three months’ salaries the state owes its workers is N15.9bn.

It will be recalled that after the workers went on a two-week strike recently, the government reached an agreement with labour leaders that the payment of March salaries would resume anytime in June.

There are conflicting figures on the actual work force in the state but a reliable source in the state civil service commission put the figure between 35,000 and 40,000 with local government workers and teachers in the majority.

The Chairman of the Nigeria Labour Congress in the state, Waheed Olojede, told one of our correspondents that the Memorandum of Understanding the union signed with the state government, which was the basis for the suspension of the strike was still in force.

In spite of its status as an oil producing state, the Ondo State Government still owes its workers two months salaries – April and May.

Investigation revealed that the monthly wage bill for the state’s 56,000 workers was N5bn. So the two month’s salaries being owed amount to N10bn.

Of the amount, it was gathered that core civil servants collect N1.6bn, secondary school teachers, N1.3bn, while local government workers and primary school teachers collect N2.1bn.

The State Commissioner for Information, Mr. Kayode Akinmade, described the development as unfortunate. He also said that Governor Olusegun Mimiko’s aides and other political office holders in the state were being owed as well.

“All political appointees are affected, including me. We’re being paid at the same time with the civil servants. So, all of us are affected. But I’m very sure that by next week, the salaries will be paid.”

Akinmade, however, urged political office holders who might be threatening to resign as a result of non-payment of their salaries to shun such an idea.

“It will be unfair for any appointee to resign due to the development. When it was rosy, we all enjoyed it and we should be able to endure now,” he said.

A source at the Office of the Head of Service, Abia State, put the state’s work force at 22, 000. But there have been conflicting reports on the number of months workers in the state are being owed salaries.

While the state government has consistently maintained that no civil servant in its core civil service is being owed any entitlement, workers in various parastatals in the state have complained of non-payment of salaries for five months.

Some workers in the Abia State Universal Basic Education Board told one of our correspondents that they were being owed for five months, while their counterparts in the Secondary Education Management Board complained that they have not been paid salaries for four months.

Similarly, staff members of the state’s Hospital Management Board, Abia Line Transport Network and tertiary institutions, have also complained of non-payment of six months’ salaries.

A source in the state Ministry of Finance said that the state’s wage bill “fluctuates between N2bn and N2.5bn.”

It was, however, learnt that Abia State was getting between N3bn and N3.5bn monthly before the drop in the federal allocation.

A Senior Special Assistant on Media to Governor Okezie Ikpeazu, Mr. Ugochukwu Emezue, appealed to the affected workers to be patient with the government, assuring that they would be paid their salaries as soon as the state’s revenue improved.

He also urged political office holders in the state to exercise patience, adding that Ikpeazu’s administration was new and needed some time to settle down to deal with the problems.

Like its counterparts, Kwara State also owes local government workers a total of N3.4bn as salaries for four months.

Although the state’s monthly wage bill was said to be fluctuating between N2.7bn and N2.8bn, one of our correspondents learnt that the monthly salaries of local government workers in the state are about N849m. This amounted to N3.4bn in four months.

Saturday PUNCH also gathered that Kogi State Government has 17, 750 core civil servants and owes N3.1bn in salaries.

According to the state Commissioner for Information, Zainab Okino, the number did not include local government workers, primary school teachers, and staff of the state judiciary, legislature and tertiary institutions.

Buhari’s wife relocates to Aso Rock ahead of husband

The wife of the President, Mrs. Aisha Buhari, has relocated to the Presidential Villa, Abuja, barely three weeks after President Muhammadu Buhari’s administration was inaugurated.

Since they were inaugurated, Buhari and Vice-President Yemi Osinbajo have been operating from outside the Presidential Villa.

This is despite the fact that both men have their official residences and offices inside the Villa.

Both of them have been operating from their private residences as well as the Defence House, official residence of the President-elect located at Maitama District, Abuja.

Our correspondent gathered that Mrs. Buhari formally relocated to the Presidential Villa on Thursday at a time when her husband was out of Abuja.

“Hajia (Buhari) arrived here (Presidential Villa) with her entourage at about 6pm on Thursday. She had relocated ahead of her husband. She passed the night here,” a Presidency official told our correspondent on Friday.

As of the time our correspondent visited the First Lady’s Wing of the Presidential Villa on Friday, some exotic cars were seen parked in front of the premises, an indication that Mrs. Buhari was playing host to some guests.

Another Presidency official told our correspondent that the President is expected to join his wife inside the Presidential Villa on arrival from his local trip.

Buhari had departed Abuja for Kaduna on Tuesday shortly after he arrived from South Africa where he took part in the just-concluded 25th Assembly of Heads of State and Government of the African Union.

He proceeded from Kaduna to his hometown, Daura, in Katsina State.

Buhari is expected back in Abuja from the journey described as “private trips” this weekend.

“The President is expected back this weekend. He will be expected to join his wife here on his arrival,” the source added.

Upon his formal relocation to the Presidential Villa, Buhari is expected to operate for the first time from his office on Monday.

As of the time of filing this report, Osinbajo and his wife have yet to relocate to the Villa.

It was not clear whether they will move in at the same time with Buhari.

The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, had told our correspondent that ongoing renovation work was hindering Buhari from moving into the Presidential Villa.

He had said, “As far as the President is concerned, the place (his official residence) is not ready yet. Workers are cleaning and refurbishing the place. Once the exercise is completed, the President will move in.”

Girl Murdered By Soldiers Over Indecision Of Who Would Rape Her First

There have been some sorts of horrifying reports released by the UN regarding the cruel happenings faced by women and children in Sudan...

A UN report violence against children, reveals that a girl was murdered by two soldiers because they could not agree on who was going to rape her first, during the Sudan’s civil war.

Christopher Tidey from UNICEF, said one girl was ‘killed because the attackers could not decide on who would rape the victim first. So the child was killed to resolve the dispute.He said other girls were abducted ‘to be used as wives’. This was according to Vice News.

Some witnesses who had arrived at the Bentiu camp stated that some boys had their genitals cut off and were left to bleed to death. They recapped how their entire families were thrown into burning houses, and girls as young as eight were raped before being murdered.

“In one incident, [boys] were tied up and had their throats slit,” said Tidey. “It seems that in a lot of these cases the children were targeted. The logic is that they don’t want the children to grow up to be the next generation who will then pick up the fight or exact some sort of revenge.”

The UN children’s agency chief said:

‘Survivors report that boys have been castrated and left to bleed to death… girls as young as eight have been gang raped and murdered.

The conflict in Sudan started in December 2013 when President Salva Kiir accused his former deputy Riek Machar of planning a coup, setting off a cycle of retaliatory killings across the country that has split the poverty-stricken, landlocked country along ethnic lines.

Caitlyn Jenner Thanks Laverne Cox on Twitter: "Your Support Means the World"

Caitlyn Jenner, who joined social media earlier this month just after revealing her new female name and look, used her 11th tweet to pay tribute to Orange Is the New Black actress and fellow transgender woman Laverne Cox.

The 65-year-old Olympian and Keeping Up With the Kardashians star had occasionally spoken privately to the 31-year-old before and after revealing in an ABC News interview in April that she is transitioning. Cox has often expressed support for her and had told E! News last week that Jenner had contacted her again recently and that she planned on calling her.

".@LaverneCox, you are fierce and fabulous!" read a tweet posted on Jenner's Twitter page, which has acquired more than 2.56 million followers in less than three weeks. "Your support means the world. Thank you for all that you do for the community. #TransIsBeautiful."

"My pleasure," Cox replied late on Wednesday. "Sending you lots of love always. #TransIsBeautiful."

In her ABC News interview, Jenner said Cox had given her advice about transitioning and added that she admired the actress' advocacy work with the LGBT community.

"I would like to work with this community to get this message out," Jenner said.

Last week, Jenner was photographed  publicly for the first time since revealing her female name and identity in a Vanity Fair cover story on June 1 and after undergoing more plastic surgery to appear more feminine. She was headed to the LGBT Center's Youth Center, where she met with transgender youth.

North Korea discovers cure for MERS, Ebola and AIDS

North Korea announced yesterday that they have created a drug that can allegedly both cure and prevent MERS, Ebola, Sars and AIDS.

According to multiple reports, the claim was made by the official Korean Central News Agency, the country's state news organization.

"Malicious virus infections like SARS, Ebola, and MERS are diseases that are related to immune systems, so they can be easily treated by Kumdang-2 injection drug, which is a strong immune reviver," the agency said.

Per the drug's website, Kumdang-2 is "an herbal medicine extracted from Kaesong Koryo insam (ginseng) cultivated in Kaesong DPR Korea by applying rare-earth molecular fertilizer."

However, in spite of the announcement, no proof of the miracle cure was provided, triggering skepticism among many.

North Korea's claim comes as rival country South Korea is battling an intense outbreak of the Middle East respiratory syndrome (Mers). Since the first case was reported on May 20, there have been 166 confirmed cases and the death toll has reached 24.

It was also revealed on Thursday that the first case of Mers has been confirmed in Thailand, making it the 26th country with known cases of the virus since its initial discovery in Saudi Arabia in 2012.

But, despite the virus' spread to Eastern Asia, CNN reports that Kwon Deok-cheol, an official with the Ministry of Health and Welfare leading MERS task force, said on Friday that the disease has "leveled off."

"Looking at the current trend, we have judged that situation has leveled off," said, adding, "But as I've mentioned earlier, we need to watch for further spread."

Earlier this week, the World Health Organization also called the MERS outbreak a "wake-up call."

"All countries should always be prepared for the unanticipated possibility of outbreaks of this, and other serious infectious diseases," WHO stated on their website. "The situation highlights the need to strengthen collaboration between health and other key sectors, such as aviation, and to enhance communication processes."

CELEBRITY MARRIAGE COUNTDOWN: GBENRO AJIBADE GETS TWO JET VAN FOR WEDDING

Terrorism: US Blames Insurgency On Nigerian Judiciary

The United States government, on Friday, blamed the persistent terrorist attacks being carried out by men of the Boko Haram Sect on the Nigerian judiciary, saying that the institution lacks the required strength to prosecute cases of terrorism as expected.

This was disclosed in the 2014 United States Report on Terrorism which was presented to journalists at the Foreign Press Centre in Washington, DC by Ambassador Tina Kaidanow, State Department’s Coordinator for Counterterrorism.

According to the report, the Nigerian government’s criminal justice institutions were not significantly strengthened in 2014, although several donor countries, including the UK, worked closely with the Ministry of Justice to assist in prioritizing how to investigate and prosecute suspected terrorism cases.

The report also said that the Nigerian government’s efforts to address grievances among Northern populations, which include high unemployment and a dearth of basic services, made little progress.

However, it commended some state governments in the North for attempting to increase education and employment opportunities though, with little support from the federal government.

Furthermore, the report calls on the President Muhammadu Buhari-led administration to employ a more comprehensive strategy to address Boko Haram. It adds that the comprehensive strategy combined with security efforts with political and development efforts to reduce Boko Haram’s appeal, would address the legitimate concerns of the people of the Northern Nigeria, and protect the rights of all of Nigeria’s citizens.

The report also lauds several Nigerian government agencies including the Department of State Security(DSS), the Nigeria Police Force (NPF), and the Ministry of Justice for performing counterterrorism functions.

“Among the problems that deterred or hindered more effective law enforcement and border security by the Nigerian government, were lack of coordination and cooperation between Nigerian security agencies; a lack of biometrics collection systems and the requisite data bases; corruption; misallocation of resources; the slow pace of the judicial system, including lack of a timely arraignment of suspected terrorist detainees; and lack of sufficient training for prosecutors and judges to understand and carry out the Terrorism (Prevention) Act of 2011”

On Regional and International Cooperation, the report says: “Throughout 2014, Nigeria participated in ministerial-level international meetings to address insecurity in the North-East Nigeria – first held in Paris in May, then London in June, and lastly in Abuja in September. The effort was concentrated on ensuring a coordinated response to the threat Boko Haram presents to the region. While dialogue between Cameroon, Niger, Chad, Benin, and Nigeria focused on strengthening regional cooperation, the countries took only minimal steps in 2014 to increase cooperation or interoperability of their security forces”

On the State of Emergency that was imposed by the immediate past administration, the US report also indicates that the emergency rule provided the then government, additional authorities to prosecute a military campaign against Boko Haram, including sweeping powers to search and arrest without warrants.

Army Set To Prosecute 350 Boko Haram Suspects

Meanwhile, the Nigerian Army has said that it has 504 persons in its custody arrested in connection with the outlawed Boko Haram sect.

Of this number, 350 suspected terrorists have been recommended for trial at a Federal Court for terrorist activities in the North-Eastern part of Nigeria.

The Nigerian Army Chief of Administration, Maj. Gen. Adamu Abubakar, made these disclosures on Friday while briefing journalists.

The Army chief was surrounded at the press conference by the Directors of Information of the Army, Air Force and the Navy.

Gen Abubakar said “the Defence Headquarters set up 2 Joint Investigation Teams (JIT) to investigate, screen and categorize suspected insurgents in detention. Out of the 504 suspects screened, prima facie cases were established against 350 suspects and were recommended for trial at the Federal High Court. Their case files were forwarded to the office of the attorney- general and ministry of justice.”

“Additionally, Code of Conduct for troops in the North East and other internal operations and rules of engagement clearly spelt out guidelines for troops. Therefore the Nigerian Military does not in any way condone indiscipline or breach of such regulations, let alone wanton killing or destruction” he said

The Nigerian Military, he said, collaborates with the International Committee of the Red Cross on training of personnel on laws of armed conflict and humanitarian law regularly.

Abubakar said the recent report of the Amnesty International was a bad rehash of the previous one released in 2011.

The Armed Forces advised the AI to be fair to Nigeria in its global campaign for the protection of human rights, even as they claimed the military observes the human rights in its operation in the North-eastern part of the country.

In its latest report, the Organisation not only accused some serving and former service chiefs of human rights abuse, but called for their sanction.

The military read a catalogue of its urgent responses to all the previous questionnaire of the AI but lamented how the organisation fails to be considerate in its own operations, including failure to serve on a panel set up to investigate its grave allegations.

AI, he said, wrote a 5 point questionnaire to the Nigerian military in November 2014, alleging extra judicial killing of some groups of people by the military. “The Military responded to the 5 point questionnaire immediately and in December, precisely 23 December 2014, Amnesty International sent another 37 point questionnaire to the Nigerian military which was answered; with e-mail and hard copy delivered to Amnesty International Headquarters in London on 23 December 2014.

“If the military had anything to hide, it would not have responded to the 37 questions and others especially in the light of the constraints of timing. The Nigerian military has also allowed the International Committee of the Red Cross (ICRC) to visit the detainees and other location at the shortest notice without hindrance and even talk to the detainees and locals. Certainly, if the Nigerian military has or had any reason to hide anything, it would not have allowed International Committee of the Red Cross access to its facilities and operational area.”

The military authorities reminded the AI that it took it five years to compile its report which it wanted the military to respond to immediately, which looks impossible.

We “appeal to Amnesty International to be patient, to see the outcome of the investigation. While it took Amnesty International from 2011 – 2015 to chronicle their allegations, they want the Nigerian military to investigate and report immediately. The investigation is on-going; Nigerians and the world at large will certainly be informed of the outcome at the end of the investigation.

For the avoidance of doubt, the Nigerian military has zero tolerance for human rights abuses, extra judicial killings and acts perceived to be war crimes.The Nigerian military is a conventional and professional military that is driven by international standards and best practices. Indeed, the Nigerian military is open to genuine criticisms and allegations but it requires time and patience to report back. It is in this spirit that Amnesty International and any other interested party are encouraged to exercise necessary restraint and patience, while awaiting the outcome of ongoing investigations.”

According to the military, “the Amnesty International allegations of human rights abuse and extra judicial killing of civilians are a rehash of the same allegations made against the military since 2011. No new facts have been unearthed by Amnesty International to warrant their repeated allegations. However, the figures adduced by Amnesty International as victims of extra judicial killing by the military have kept on increasing from 4,600 to 8,000 and even as high as 13,000 civilians. The military has the constitutional and moral responsibility to protect Nigerian citizens and cannot suddenly engage in mass murder as portrayed by Amnesty International allegations.”

The address goes further to recall some of the efforts being made over the AI investigation and how some suspects fingered have been pencilled down for prosecution by the relevant authorities.

“It will be recalled that upon the written request from Amnesty International to the military to comment on the allegations, the military promptly commenced investigations into the allegations. Consequently, several investigations on these allegations are ongoing. Some investigations have turned in their preliminary reports, which have been acted upon. Some of the investigations could not be concluded due to the inaccessibility of the terrain due to the activities of Boko Haram terrorists.

“Similarly, the preliminary investigation reports submitted have resulted in the release of some under aged detainees, women and children from some military holding facilities. Sequel to the report of the investigation panel, 42 detainees were handed over to the Borno state government on Thursday 6th November 2014 and another set of 124 persons were also handed over to the state Government on 8th November 2014 respectively. You may recall that the released persons were assisted with a token financial assistant of N100,000.00 each by the military. The living condition of the detainees was improved upon with the decongestion of holding facilities.”

You Won’t Believe How Far This Man Went To Convince Buhari To Pick Him As A Minister

A man named Igbini Odafe Emmanuel  and an Engineer by profession has proven determination is key to getting what you want as he took to one of Nigeria’s dailies, Vanguard Newspaper, to apply for a ministerial role under the administration of President Muhammadu Buhari.

In the advert tagged: ‘Attn: President Muhammadu Buhari (GCFR) – Application for appointment as minister of the Federal Republic of Nigeria’, Comrade (Engr) Igbini Odafe Emmanuel, who stated that he is the immediate past Director-General of Delta State Direct Labour Agency, described himself as the best man for a ministerial post going by his qualifications and competence.

Mr. Emmanuel says he was a Governorship candidate in Delta State on the platform of Peoples Redemption Party and the State Chairman of the party.

The Economic and Financial Crimes Commission, EFCC, in November 13, 2014 arraigned Mr.Emmanuel before Justice U. Agomoh of the Federal High Court Port Harcourt, River State on a 3-count charge bordering on false declaration of assets.

President Buhari is expected to make some ministerial appointments next week.

NAFDAC Alerts Public On Expired Yoghurts And Wines Currently In Circulation


The National Agency for Food and Drug Administration and Control (NAFDAC), has given public awareness concerning the circulation of revalidated expired yoghurt, unregistered wines and spirits in the market.

Director-General of the agency, Paul Orhii, made the disclosure at a news briefing in Lagos, Vanguard reports. According to the report: The agency has launched an investigation into the alteration of the expiry date of the yoghurt known as Dunone Ultra Mel Yoghurt.

According to NAFDAC, a firm tampered with the expiry date of March 2015 of the yoghurt by carefully altering the last number in the date to read March 2016.

Announcing that the suspects had been arrested by the agency, Orhii said NAFDAC was working to get the source of the product and bring the perpetrators to book.

He said: “The public is, hereby, informed that the validity of yoghurt is six months. Buyers and consumers should be watchful of processed foods and always collect receipts upon purchase of any item.”

Moreover, the agency has intercepted a truckload of various suspected counterfeit and unregistered wines and spirits belonging to a businessman (names withheld) along the Lagos-Badagry Expressway.

Orhii said the most worrisome thing was that the importer used official government number plate, OGFZA (Regd.No.RV885FZE) assigned to Oil and Gas Free Zone Authority, to deceive security operatives, adding that the interception was made possible by vigilant officers of the agency.

On examination, he said, the truck was found to contain counterfeit and unregistered wines and spirits (J&P Wine, Red Label, Villiera Fired Earth Wine and Jelzin Assorted Flavours), JP Chernet Wine, Cask and Cream, E and J Brey, among others.

Orhii further revealed that the agency had concluded plans to re-present its proposed Anti-Counterfeit Bill to the eighth Assembly with a view to getting stiffer punishments for counterfeiters of registered products.

The new bill proposes a lifetime jail for convicted counterfeiters, and also recommends the confiscation of their assets to compensate victims.

Bauchi govt seized 22 vehicles from wives of immediate past governor, Isa Yuguda

A total of 22 cars have allegedly been recovered from the wives of the immediate past governor of Bauchi state, Isa Yuguda, by the transition committee set up by the state's new governor, Mohammed Abubakar.

Chairman of the Transition Committee, Senator Mohammed Mohammed made this known while addressing newsmen at the State Government House in Bauchi on June 18th.

"We have so far, recovered a total of 22 cars from the wives of the former Governor, Isa Yuguda. We recovered 11 cars from his first wife, seven from the second wife and four from the third wife.

We are yet to recover the remaining cars from his fourth wife who is currently out of the country. We will ensure that whoever is in possession of government properties will be forced to return them. We urge public servants and the general public, especially those involved in the disposal and allocation of the property in question to cooperate with the committee for the effective discharge of its assignment.”he said.

Man stabs wife to death in Lagos over infidelity

A 31-year-old man named, Michael David, who allegedly stabbed his wife, Onyinyechi Dennis, to death on Friday appeared before an Ebute Meta Chief Magistrates’ Court, Lagos.

The accused, who resides in Ojoku around Olodi-Apapa, is facing a charge of murder. The Prosecutor, Insp. Emmanuel Ajayi, told the court that the offence was committed on April 7, at No. 24, Ojoku St., Olodi Apapa in Lagos.

Ajayi alleged that the accused stabbed Dennis, his wife, to death with a kitchen knife over allegations of infidelity. “David confronted the deceased over allegations that she was cheating on him, a fight ensued leading him to stab his wife to death,” he said. Ajayi noted that the offence contravened Section 221 of the Criminal Law of Lagos State, 2011.

The section prescribes a death sentence for offenders. The plea of the accused was not taken by the court. The Chief Magistrate, Mr O.O. Olatunji ordered that the accused be remanded at the Ikoyi Prisons pending the receipt of legal advice from the Director of Public Prosecutions (DPPs). The case was adjourned till July 17.
